Istanbul College, Kabataş, Vefa, Çapa Anatolia high schools, Sultanahmet Vocational School, Fatih Primary School – each of these schools are symbols of Istanbul's history, and might be converted into hotels or social facilities in the future.

The Istanbul Directorate of National Education has initiated action to create an inventory of historical buildings in the city. The goal is to make use of the resources in hand. The most important part of the project is to open the historical buildings to the public in the shape of hotels and social facilities under the build-operate-transfer model. An inventory of 154 historical buildings in Istanbul has been made. Half of these buildings are schools.

The Istanbul Director of National Education Ata Özer says they initiated such a project as part of preparations for Istanbul – European Capital of Culture 2010. “The project consists of a few stages. Resource allocation from cultural funds of municipalities for historical artifacts, education of personnel for restoration of buildings, ground survey of buildings are among these stages,” Özer said.

Inventory to be presented to the ministry

A six-person committee formed by the Istanbul Directorate of National Education has made the inventory of historical buildings. The report, which includes 156 buildings, will be presented to the Ministry of Education. When the ministry approves it, the project will be put into effect. Noting that historical buildings are not preserved properly, Özer says as part of the project, school directors will be informed about the history of buildings. He adds, “We will also prepare books on 20 buildings which are the most important ones among these 154 buildings.”

Özer said they have also prepared a project to transform the building in which the Istanbul Directorate of National Education is located in Cağaloğlu and consists of four buildings, into a museum or a hotel.

School directors are ill at ease

Directors of schools in historical buildings are uneasy about the latest development. Istanbul College Graduates Union Chairman Şahin Yılmaz says he is not pleased with the project. “A similar project was undertaken four years ago. We publicly announced the project with Kabataş and Vefa high schools and it was stopped because of a lack of financial resources. But we are always on the watch. We know the historical significance of our building and preserve it very well. We won't let it be used for any other purpose,” Yılmaz said.
The project by the Istanbul Directorate of National Education receives negative reaction not only from school directors but also architects. Prof. İhsan Bilgin from Istanbul Bilgi University says it is not correct to evaluate all of the154 buildings with the same approach. “Each of the buildings should be evaluated alone. It makes one feel ill at ease that a commission – members of which are not known – will implement the same project for all buildings.”
